City of Buffalo Charitable Foundation (CBCF)
Preserving the Character of Our Community

Mission Statement

The City of Buffalo Charitable Foundation, Inc. raises and distributes funds to preserve and enhance the character, culture City of Buffalo Charitable Foundation, Inc.and traditions of Buffalo, Wyoming.  The Foundation may raise funds directly or may act as a facilitator to solicit donations or grants for worthwhile projects.   Projects target the following goals:  preserving historic places; protecting open spaces and lands for public enjoyment; supporting facilities, services or programs that enhance Buffalo's community spirit and sense of place.

Buffalo, Wyoming is a special place - a town with great spirit, a rich history and one of the most dramatic settings in the American West.   For over a century Buffalo has been the seat of Johnson County, an area the size of Connecticut - with only 8,000 people.

If Norman Rockwell had painted western life, Buffalo is the town he might have chosen - a beautifully preserved, late 19th-century frontier town on the banks of Clear Creek.  On late autumn afternoons, sunlight slants through tall cottonwoods and falls in golden patches on the courthouse lawn.   The Bighorn Mountains, capped in snow, tower above the town.

Many of the pivitol events of the frontier era occurred near here.  The sites of the Johnson County War, Fort Phil Kearney, the Fetterman Massacre, and the Dull Knife Battle are all located within 30 miles of Buffalo.

For those of us who live here, enjoying this picturesque town has never been a problem.

The challenge is how we will move into the next century -- and still preserve Buffalo's remarkable blend of scenic beauty, history and culture.

As in other small towns across America, Buffalo's city government must decide how to apportion its budget, balancing the demand for critical public services such as law enforcement, road maintenance, and other basic services.  Often, projects important to the character of the community must go unfunded.

In 1990, The City of Buffalo Charitable Foundation, Inc. (CBCF) was established to address these needs.  The Foundation is a private, non-profit agency.   It funds worthwhile projects to preserve the character and spirit of what many believe to be "the finest small community in the American West".  The Foundation relies on individual, corporate and non-profit donors to fund an endowment - and special projects - that meet Foundation objectives.

Foundation Funding Tools

Three types of funds support CBCF mission goals:  an endowment fund, an accumulated income fund and special project funds.

  • The Endowment Fund is the CBCF long term investment program.   Income from the endowment underwrites the accumulated income fund.  The target principal for the endowment is $750,000.
  • The Accumulated Income Fund receives the annual income generated by the endowment.  Successful applicants for Foundation assistance are funded from this account.
  • Special Projects Funds are created when the Foundation accepts requests for fund-raising assistance from qualifying community project coordinators.

Funds Management

Highly qualified financial advisors invest and manage all CBCF funds.  Managers exercise due diligence to produce target yields with maximum safety of principal.

Donor Benefits

Contributors may realize a variety of tax benefits from charitable donations to The City of Buffalo Charitable Foundation, Inc.  Potential donors should consult appropriate legal and financial advisors to ascertain the tax effects of gifts to the CBCF.
